THE BATTLE FOR THE LOWER & UPPER ROUGH Back in 2016, Inspector Mike Robins ruled in favour of allowing development on the Lower Rough, but dismissed the larger development covering the Upper Rough. Here are the links to his decision: https://acp.planninginspectorate.gov.uk/ViewCase.aspx… https://acp.planninginspectorate.gov.uk/ViewCase.aspx…... The permission was ONLY granted because Pendle did not have a five year housing land supply as required by the NPPF. Hence, his hands were tied in overturning the councillors' decision to reject the development. After the decision, L&B continued working on the Reserved Matters and the Conditions to ensure the development was as good as it could be and made the developers, McDermott, work hard and sweat over every single point. Now, as expected, the process to put in a new application for the Upper Rough has commenced with Accrue Capital consulting for the development of a 172 house estate - wholly unsustainable and unsuitable, and simply not addressing the matters raised in the Inspector's judgement of 2016. See www.lidgettandbeyond.org/the-upper-rough.html for more info. Below is the part of the Rough that was regrettably built on - L&B worked hard to ensure they were the best designs and layout to not damage the Conservation Area |
